Uzbek authorities are dismissive about Dauletmurat Tajimuratov’s deteriorating health. Deny the request for transfer to prison KIN-22.

Freedom for Eurasia is extremely concerned about the health and safety of Dauletmurat Tajimuratov, who is currently being held in colony KIN-11. We urgently call on the Government of Uzbekistan to provide immediate and adequate medical treatment for Dauletmurat Tajimuratov and ensure that he serves his sentence in the special colony KIN-22, designated for former state officials.

Despite numerous requests and clear evidence of Tajimuratov’s deteriorating health due to harsh working conditions and threats from prison staff, the Department of Penal Enforcement under the Ministry of Internal Affairs of the Republic of Uzbekistan has refused to transfer him. Their responses to our requests No. 156154-g/24 and 20549-r/24 stated that:

“Each received appeal regarding unlawful behavior by prison staff is subject to mandatory verification, with copies of the materials sent to the prosecutor’s office to analyze the legality of actions. According to the audit results, the arguments set out in your application have not been confirmed. Regarding the transfer of the convicted Tajimuratov D.M. for further serving of the sentence to one of the colonies located in the Tashkent region, we inform you that according to article 57 of the Criminal Code of the Republic of Uzbekistan, the transfer of a convicted person for further serving of punishment from one colony to another of the same type is allowed to ensure his safety, with his consent, as well as under other circumstances preventing the convict from further staying in this institution. Currently, there are no circumstances preventing the further stay of Tajimuratov D.M. in the colony, based on this, his transfer to another colony is not advisable.” The claims from the Department of Penal Enforcement at the Ministry of Internal Affairs of Uzbekistan that “Upon arrival, Dauletmurat Tajimuratov said he would not write an explanatory note and that he had no complaints against the colony staff, and that the administration had provided all necessary conditions,” are not plausible. Tajimuratov’s family has been consistently reporting poor and inhumane conditions, instances of ill-treatment and deterioration of his health throughout his imprisonment.

From the reliable reports it is clear that Tajimuratov’s health is in serious jeopardy. He is working in a hazardous lime production shop without proper protective gear, leading to severe lime dust poisoning and ulcers. Additionally, there was a documented incident where the Deputy Warden of KIN-11 pressured medical staff to discharge Tajimuratov prematurely, preventing him from receiving the medical care he urgently needs.

Freedom for Eurasia strongly urges the Government of Uzbekistan to drop the charges and release Dauletmurat Tajimuratov.
