Deteriorating Conditions and Allegations of Abuse Against Dauletmurat Tajimuratov in KIN-11 Prison

The condition of Dauletmurat Tajimuratov in KIN-11 is worsening every day. According to his lawyer, Sergey Mayorov, Tajimuratov’s family has informed him that the staff at KIN-11 are once again engaging in illegal actions against him. Specifically, unknown substances are again being added to his food, leading to a deterioration in his health. Additionally, threats to return him to a harsher prison regime have resumed, along with ongoing beatings and other forms of violence by KIN-11 staff.

These illegal actions have occurred while KIN-11 staff were wearing active body cameras. Officials from the Ministry of Internal Affairs and the Prosecutor’s Office must investigate the video recordings of interactions between KIN-11 staff and the convicted D. Tajimuratov. The absence of such recordings would only substantiate these claims. More precise dates and times of when D. Tajimuratov was subjected to violence and poisoning should be clarified directly with him.

Sergey Mayorov has sent this statement to the President of Uzbekistan, Shavkat Mirziyoyev, the Prosecutor General of the Republic of Uzbekistan, the Minister of Internal Affairs of the Republic of Uzbekistan, and the Ombudsperson of the Oliy Majlis of the Republic of Uzbekistan.

This statement was not sent to the head of KIN-11 of the Fifth Regional Coordination Center in Navoi Region under the Department of Corrections of the Ministry of Internal Affairs of the Republic of Uzbekistan due to a complete lack of trust. 

Freedom for Eurasia urgently calls on the Uzbek Government to uphold its international human rights obligations. The organization stresses the importance of ensuring that Dauletmurat Tajimuratov, who is currently experiencing worsening conditions and abuse in KIN-11 prison, receives immediate protection from further harm. This is not the first time Tajimuratov has faced such issues; over the years, he has repeatedly received threats and endured harsh treatment. Freedom for Eurasia demands that the government guarantee Tajimuratov’s right to dignified treatment, adequate medical care, and safety from physical and psychological abuse, in accordance with international human rights standards and commitments.

APPLICATION

Tajimuratov Dauletmurat Myrzamuratovich is serving his sentence in the Institution – KIN-11 of the Fifth Regional Coordination Centre of Navoi region of the Department of Corrections under the Ministry of Internal Affairs of the Republic of Uzbekistan under the sentence of the Karakalpak court of 31 January 2023. I have learnt from relatives of my client D. Tajimuratov that the staff of KIN-11 are again committing unlawful acts against D. Tajimuratov. In particular, they are adding unknown substances to his food, resulting in deterioration of his health condition. Threats to D.Tajimuratov that he will be returned to prison have been renewed. D.Tajimuratov continues to be beaten and otherwise abused by KIN-11 officers.

KIN-11 officers committed unlawful acts against D. Tajimuratov with ‘body cameras’ on their clothes. Employees of the competent services of the Ministry of Internal Affairs and the Prosecutor’s Office are obliged to investigate the video recordings of communications between the KIN-11 staff and the convicted D. Tajimuratov. The absence of such video recordings will only confirm the validity of my statement. More precise dates and time when D. Tajimuratov was subjected to violence and poisoning should be clarified with D. Tajimuratov himself.

This statement is not sent to the head of KIN-11 of the Fifth Centre for Regional Coordination of Navoi Region of the Department of Corrections under the Ministry of Internal Affairs of the Republic of Uzbekistan, due to the complete lack of trust.

TO THE FIRST ADDRESSEE.

Dear Shavkat Mironovich, the situation with D. Tajimuratov is extremely negatively assessed by international human rights organisations, of which you are undoubtedly aware. The lawlessness committed against D. Tajimuratov in KIN-11 worsens the image of our country.

Dear Shavkat Mironovich, I ask you to use your authority to pardon Dauletmurat Myrzamuratovich Tajimuratov.

TO THE SECOND ADDRESSEE.

Mr. Prosecutor General of the Republic of Uzbekistan, I ask you to organise a verification of the facts stated in defence of D. Tajimuratov in my application.

TO THE THIRD ADDRESSEE.

Mr. Minister of Internal Affairs of the Republic of Uzbekistan, lawlessness is being carried out in KIN-11, a subdivision of your agency (Department under the Ministry of Internal Affairs) in respect of the convict D. Tajimuartov. Availability of body cameras at KIN-11 will help your specialists to sort out the situation with D.Tajimuartov.

Mr Prosecutor of Navoi region, the verification of the events described in this application falls within your competence. I ask you to fulfil your duties as stipulated by the Constitution of the Republic of Uzbekistan and the Law ‘On Prosecutor’s Office’.

Madam Commissioner for Human Rights of the Oliy Majlis of the Republic of Uzbekistan, I ask you to fulfil the requirements of the Law of the Republic of Uzbekistan No. ZRU-1002 dated 15.11.2024.
